Can't create Team Builds

I can't create team builds in team explorer. When I try to create a team build I get the following error:

Access Denied. You need the 'Administer Build' permission to perform this action.



For further information, contact the Team Foundation Server administrator.
---------------------------
OK
---------------------------

I'm just getting used to Team Explorer and its functionality. I'm not sure if this is accepted behavior or not. I'm the owner of the project, so I'm not sure why I'd be blocked from creating a team build for it. Thanks.

Team Build doesn't work over the internet so we've had to disable it for CodePlex.

Has this issue been fixed in Orcas?

Due to constraints related to hosting TFS we will not be using Team Build in Orcas.
