Add web API for work item tracker

If your project uses TFS, you can use the TFS APIs today, but if your project is using Git or Mercurial, then you're out of luck.

Consider adding a single API that would allow complete control of work items for project members (doesn't have to be the TFS API, necessarily).

I couldn't find it with searches or by filtering by component, and I think the problem is that bug openers can't specify the component, so things stay in the big bag of "uncategorized" until the team triages them. Go ahead and close this.
