Download links do not work on Windows Server 2008 with IE Enhanced Security Configuraiton Enabled

If I try to download anything from this url http://phpmanager.codeplex.com/releases/view/69115 and I have IE ESC enabled then nothing gets downloaded and instead the page looks like in attached image. If I disable IE ESC then everything gets downloaded fine.
