I quite often come across projects which have been abandoned in my searches. Many of which are half-finished. Let me suggest that you add a filter to searches to filter out those projects.

This would mean that you would also have to add some kind of feature to enable logged in users to mark a project as abandoned or no longer relevant or unfinished or something like that.

One approach might be to filter out projects which have not had a release since a certain date (which can be selected by the user via a calendar widget).
