Very similar to the same ability available in other "forums" - such as the MSDN forums. This would permit discussions the coordinators deem important to always show first in the discussion list.

Although I would recommend that most (if not all) of the reasons for having such a facility should be handled by storing this information in the Wiki, the fact remains that some users will post directly to the Discussions without reading the Wiki, prior Discussions, prior Issues, or searching the project.
