Need the ability to create a Wiki page in a hidden state. When hidden:

1. Updates to the page will not show in the RSS feed.
2. The page will only be visible to the project team.
   

We need this in p&p, so that we can add new pages edit them and have them reviewed without calling attention to them from the community.
