Reviving an unmaintained project

I've been working with the code from a codeplex project for years. It hasn't been updated since 2009 (six years). I've contacted the co-ordinator who has not replied. (It's been more than a year since my first email).

If the project was using codeplex version control, I could just fork it. But it isn't.

What is the correct etiquette? Should I:
  1. start a new project
  2. check the old project in as the initial check-in
  3. leave a discussion on the old project with a link to the new

You can just re-host the project as new project and stated that you are actually extending the life of the old project.
