Tortoise SVN commit error when trying to commit into Linq to LUcene

I'm trying to commit some changes into Linq to Lucene via Tortoise SVN and I get the error:

Commit failed (details follow):

Server sent unexpected return value (200 OK) in response to PUT request for '/svn//!svn/wrk/59678659-1f66-ca48-a2c5-5f614b1b9e14/Lucene.Linq/IndexSet.cs'

Why is 200 OK a bad thing? Also, commiting application/octet-binary files works okay (such as in the dependencies directory of my project).

How do I fix this error?

I checked the error log, and saw the following message: The item $/linqtolucene/Lucene.Linq/IndexSet.cs is locked for check-out by CVertex_cp in workspace STACKOVERFLOW.

It looks like maybe you have the file checked out via Team Explorer?  I think that's blocking your checking in via TortoiseSVN.
