suggestion: add lockable threads for use in distribution notices ...

a small team can meet at a water cooler and Mary can tell the
team that she's refreshed their project.

In CodePlex there is no water cooler but there are the "Discussions" forums
(although in some places they are absent, example, ASP.NET which uses instead).

If the project owners could lock some threads, they could use a keep
on top thread to notify subscribers of the most current releases.

I bring this up because currently, subscribers must go hunting.
It would be better to receive notices than to chase after them.

Also, projects might do better because interest would be
maintained by those who are participating or thinking about
participating in an evolving thread.

Project owners can add an "Introduction" to their discussion forums which lets them do the same thing as a locked thread.  For example, see the Rawr project discussion tab:
