I was curious as to what is the "accepted" way to update a project.

Do I simply overwrite the files in my current release

-OR-

Is it more accepted to make a whole new release with the new files, allowing the old program to still be available?

The latter approach is far better. Sourceforge does not even allow changing uploaded files.
A new version might introduce regression or lack backward compatibility. If someone decides to link to a specific version of your program as a part of the dicussion, the link should stay valid and its target the same as when it was described.
