Forking tfs repositories

I am sorry if this is obvious, but how do I fork repositories that are not using Mercurial?

There isn't a way to create a "fork" of a TFS repository, only a Git or Mercurial one.  The closest equivalent for a TFS repository is to simply download the source code, and if you want to submit changes back, you zip up the modified files and upload them as a "patch".

Is this something intrinsic to tfs repositories or sth that will be changed in the future? The project I would like to fork is inactive, so submitting patches does not help much.

Perhaps then it would make sense for you to copy the project?  You can create a new project and upload a copy of the source code from the original.
