Project user administration is currently unavailable

for my project I could add one new member without any problems.
I can't add the second user ("loadconfig") to the team via "Approve".
The error message is
"Project user administration is currently unavailable. No changes have been made to the users for your Project. Please try again later."

I tried it many times. I'm the project creator with the role "Coordinator (License Editor)".

How can this be fixed?

Any news?

Btw. I could add the new member with role "Editor" now but not as a developer.
After adding him as "Editor" I can't change the role to "Developer".

It would be great if someone can fix that.

Sorry about the trouble, I have added loadconfig as a developer on your project now.
