Do I interpret the MS-RL License correctly ?

I am not a lawyer, so I'm not sure if I interpret the MS-RL-License correctly.

When I want to use a Library licensed under MS-RL in my project.

When I just reference the binaries compiled from the original source then I have to

include the source code of the binaries and a copy of the license with my distribution ?

If so is it sufficient to include the license in a license.txt in the same subfolder as the binary ?

But my own work just referencing the compiled binaries can be licensed however I want it ?

Is that interpretation correct ?
