Need help uploading project source code

I'm strugging to try to get my first cut of my source code uploaded. The problem is that I'm using the command line tool (tf.exe) because my project is a 2003 one and I can't upsize it to a 2005 one for use with Team Explorer.

I tried a tf add command but got this result:

The error stating that the pending change is not allowed is because you are, probably unintentionally, trying to create a root-level folder.

Make sure that you are adding your files under an existing top-level folder. For example, make sure $/TopLevelProject is mapped in your workspace rather than $/.

You can view your workspace mappings by using "tf workspaces /s:http://WhateverServer:8080 /format:detailed" (I'm not sure what the codeplex url is).
